Housing Scheme Tender - Brunei Darussalam

Housing Scheme in Brunei Darussalam is planned to move the villagers of kg.ayer who had long-lived on river to the land in the line of Royal Brunei prospect to give occasions for his people to have proper house and farming in other that they can get decent living and income. This removal plan was started on 1951, which are handled by Housing development Department (HDD) - Ministry of Development (MOD) Brunei Darussalam. There are two programs in the implementation of this housing scheme as Follow :
1. National Housing Scheme
National Housing Scheme is given to all people of Brunei Darussalam who is listed as the applicant, they get the subsidized price and installment payment for 20 – 30 years. The Royal Brunei has passed nine regions for the upgraded and the completed as follow :
  • Lambak Kanan – 720 ha
  • Rimba – 445 ha
  • Mentiri – 162 ha
  • Meragang – 300 ha
  • Bukit Beruang – 474 ha
  • Pandan – 295 ha
  • Sungai Liang / Lumut – 282 ha
  • Lorong Tengah Seria - 308 ha
  • Rataie – 158 ha
2. Skim Tanah Kurnia Rakyat Jati
Skim Tanah Kurnia Rakyat Jati was originally intended to give the vacant lots to the people who don’t have own lot, the scheme program was increased, it not only gives the vacant lots but also builds the houses in the vacant lot for specially people who don’t have own lot. They will get this lots and houses for free.
The Housing scheme plan was prepared for 140,000 people of Brunei Darussalam. At this time it’s already built around 5,000 unit houses consisting of Detached houses, Semi detached houses and terrace houses. now there are some ongoing project of housing scheme, it will be completed on 2012 for 10,000 unit houses under MOD and 7,500 unit houses will be completed on 2014 under Brunei Economic Development Board (BEDB), and the planing for 14,000 unit houses will be done on 2015.

 Tender Processing
Tender processing in Brunei Darussalam need extra power to fully complete of tender for submission, it’s caused by short time of closing date submission, generally only ten days effective time whereas the tender documents are so many and thick books beside that also the submission of tender document use the traditional way, tenderer must write all the original documents by hand, usually it need about three days for writing tender documents only. The following is step of tender processing :
  1. Tender advertisement usually can find in government offices (HDD, MOFAT, JKR, MOE, etc), newspaper (Pelita Brunei, Borneo bulletin, etc) or government website or newspaper website. There are variety of classes required, the registered classes of Contractors in Brunei are from class I up to VI and some category. The following is detailed of classes :
    1. Class I contract value              :  No more than BND 25,000.00
    2. Class II contract value             :  BND 25,000.00 – BND 150,000.00
    3. Class III contract value           :  BND 150,000.00 – BND 500,000.00
    4. Class IV contract value           :  BND 500,000.00 – BND 1,500,000.00
    5. Class V contract value            :  BND 1,500,000.00 – BND 5,000,000.00
    6. Class VI contract value           :  More than BND 5,000,000.00
  2. Collecting tender document in government office need receipt of payment according to tender fee and document fee, original document is usually hard copy of BQ and drawing tender. contains of document is very detailed to described scope of work, and all of items are very clear which need fill the rate and amount.
  3. All tender documents must be written by hand, if there are incorrect of writing it may not be in correction by correction pen but tenderer must use strike through line with sign and stamp.
  4. Besides tender documents tenderer also must submit attachment of tender for program as like Master Schedule, Material Schedule, Staffing Schedule, Labour Schedule, Equipment schedule and Work Method. Organization chart of project, Curriculum vitae, similar experience of tenderer and also letter of intend from bank must be submitted by tenderer.
  5. Submission tender is direct delivered by hand to Ministry office that held bidding process. Housing Projects are usually under Ministry od Development (MOD) and Brunei Economic Development Board (BEDB), college, school and library projects are under Ministry of Education (MOE), etc.
  6. Result of the tenders are not announced publicly to tenderer, government take three tenderer (Candidates) who submitted low tender (the third ranking), lower tender (the second ranking)  and lowest tender (the first ranking). They will get opportunity to interview and present their ability for financial capability, project management, work method, supporting from local supplier and local subcont.
  7. The tenderer who become candidates will get some clarifications of tender which includes price clarification of BQ, arithmetical error, missing page of administration tender, supporting letter from supplier and subcont, statement of undertaking work on the project in according to summary price tender.
  8. Letter of Acceptance (LOA) will be given to tenderer who get award for executing the project. LOA is not necessarily given to the lowest tender, rating of the tender is not only from price of tender but also from interview result. Committee also assess based on technical ability.
  9. Contractor who get LOA must issue Bank Guarantee in according to document tender (generally 8 – 10% from contract value) before posses site. For preparing the project, contractor has been able to request of quota labour to government (commissioner of labour) in other that contractor can prepare labour who will be come from others countries.
  10. Contractor has been able to execute the project after giving Bank Guarantee to government although they have not yet signed contract of project, contract will be issued by government fastest about a week from issuance of  Bank guarantee.
